Biography
Raphael Hurley works with SJS Advisors to design and structure debt-for-health swaps and blended-finance mechanisms that align donor, creditor, and government priorities across Africa. Before joining SJS, he led the Health Financing group at the Clinton Health Access Initiative (CHAI), advising Ministries of Health, Finance, and Health Insurance Agencies in more than 15 African countries on mobilizing and managing financing for universal health coverage. Earlier in his career, he worked in the debt capital markets division at Morgan Stanley in London. He is based in South Africa and has over 15 years of experience at the intersection of health, finance, and capital markets.
